Time slips unnoticeably , it is almost a year since I have assumed office. Firstly, on the behalf of all directors and supervisors from Taipei County Advertising Works Association, I would like to welcome and thank all the officials, guests and the respectable in the Ad's industry for attending this meeting. I also want to present my foremost gratitude to all of presidents and delegates of associations in Taiwan for your kindly participation. I am also grateful for our partnering association afar – Liu Han-Nan and delegates from Sign Association of Hong Kong and our foreign guests. Welcome!

One year ago, with your kindly support and encouragement, I succeeded the former president, Liao Gui-En, and assume my position as the sixth president. Not wanting to become a disappointment, I have been pondering on how to build upon our legacy and sustain a consistent growth. It is extremely challenging for a novice to manage such a big association as Taipei County Advertising Works Association. Therefore, I (Chien-Hsiung) would like to thank all the directors and supervisors in this meeting for your selfless dedication during this year and the concerted effort to complete all due affairs.
A brand new age of technology and advertisement is bringing us new products and new ideas. How can advertising professionals create new business opportunities and profits? How should we do to break through this recession and keep growing? On the contrary, unreasonable regulations and complicated application procedures are suffocating advertising professionals. All the directors and supervisors of Taipei County Advertising Works Association are reflecting on these issues and studying the fundamentals at all times.
Taipei County Advertising Works Association was founded to promote economic development, coordinate business relations, enhance common interests, further the public's democratic maturity and dedicate concerted efforts. We strive to create a more efficient service to our members, creating new opportunities through pooled wisdom.
With the foremost guidance by Chairman Hsu Yi-Jen of Taipei Advertising Fellowship and all of the members and the instruction of the former president of Taipei City Advertising Works Association, Lai Rung-Bin, 37 enthusiasts in the industry were invited in early September 1991 to institute Taipei County Advertising Works Association. On October 3rd 1991, Taipei County Government Social Affairs Bureau replied that "Institution follows the regulations and thus is approved" in written through "80 Bei-Fu-Sher-Tzu-Ti 306247. On October 13th in the same year, the convener, Mr. Chen Jau-Wen held a founder's meeting and a preparatory meeting together. In the meeting, 9 people, including Wu Jian-De, Huang Fa-Xing, Liao Guo-En, Li Mu-Tsung , Jian Shin-Jian, Wu Deng-Tsai, Zhou Xin-Yi, Wang Zheng-Ji and He Rong-Fu, were elected as the preparatory committee members. In the meeting, review and development were conducted for the draft constitution, the 1991 draft work plan, the 1991 budget draft, and the proposed qualifications for the membership of the Association. Announcement was posted on China Times for 3 days from October 29th to October 31st to officially accept application for membership of the Association.
On November 12th 1991, the convener Mr. Chen Jau-Wen held the second preparatory meeting. In the meeting, membership applications were approved for 165 companies including Thai Yang Advertising Enterprise as with 165 people including Mr. Chen Jau-Wen as the member delegates. Also, it was resolved that, in Zhonghe City Public Activity Center on November 30th 1991, to hold the first session of the First Annual Meeting and elect chairman, directors and supervisors. The writing was submitted to Taipei County Government Social Affairs Bureau for approval. On the same day, the meeting was successfully held to elect fifteen directors and five supervisors for the first session, Mr. Chen Jau-Wen as the first president and Mr. Wu Deng-Tsai as the executive supervisor for a three-year term. On November 5th 1994, the first session of the Second Annual Meeting, Mr. Wu Deng-Tsai was elected the second president while Mr. Wu Shih-Kui was elected as the executive supervisor. On November 8th 1997, the first session of the Third Annual Meeting and a re-election were held. Mr. Hsieh Chao-Ho was elected the third president and Mr. He Rong-Fu the executive supervisor. On December 2nd 2000, the first session of the Fourth Annual Meeting and a re-election were held. Mr. Liao Guo-En was elected the fourth president and Mr. He Rong-Fu as the executive supervisor. On December 26th 2003, the first session of the Fifth Annual Meeting were held. Mr. Liao Guo-En was elected again the fifth president while Mr. Wu Chen-Hsing was elected the executive supervisor. On November 18th 2006, the first session of the Sixth Annual Meeting and the re-election were held. Mr. Wu Chien-Hsiung was elected the sixth president while Mr. Lai Jin-Tai was elected the executive supervisor. On November 14th 2009, the first session of the Seventh Annual Meeting were conducted. Mr.Lai Jin-Tai was elected the seventh president while Mr. Chen Huei-Sheng was elected the vice president and Mr. Tsai Tzung-Yuan as the executive supervisor.
